Every licence application moved physically between desks, inspectors and senior officials. Approvals stalled for long periods with no clear accountability, documents were lost or duplicated, and applicants had no way to check progress without visiting or phoning the office. This lack of transparency created frustration for industry and exposed the agency to compliance and reputational risk.

Technically, the agency needed a system able to model multi-level approval chains, capture site inspection data tied to precise locations, verify uploaded documents and digitally sign decisions, all while maintaining a tamper-evident audit trail. Security was critical given the legal weight of licensing decisions, and the platform had to remain usable for applicants and field inspectors working over low-bandwidth connections.

PapaSiddhi built a custom environmental licensing ERP using Next.js for a fast, responsive front end, Laravel for the business logic and workflow engine, and MySQL for structured application, inspection and audit data. Configurable multi-level approval workflows route each application automatically through screening, inspection and decision stages, with notifications at every handover so nothing sits unnoticed.

Role-based dashboards give applicants, inspectors and administrators tailored views: applicants track status in real time, inspectors manage assigned site visits, and administrators monitor throughput and bottlenecks. Integration with an Open Map API provides geo-mapping for site assessments, letting inspectors record and review findings against exact locations. A document module handles upload, verification and digital signing, while secure multi-factor authentication protects accounts. Every action is written to a full audit trail feeding compliance reporting, and lightweight pages were prioritised so the system remains practical on mobile devices and slower networks.
