Dutch buyers compare software options carefully, and they are generally well informed — but the numbers being compared still describe different things. A Netherlands agency's project price, a ZZP contractor's hourly rate, a permanent hire's total employer cost and an offshore team's monthly figure represent different risk allocations, different scopes and very different assumptions about who holds the knowledge afterwards. Reduced to a single comparison, the cheapest figure frequently carries the largest eventual cost.
