Microsoft 365 in a European group is rarely one clean tenant. Acquisitions, country-level autonomy and historical decisions typically leave a group with several tenants or one tenant containing years of inconsistent configuration per country, licences assigned by local administrators to different standards, and external sharing extended in each market independently. Consolidating or even accurately describing this estate is usually the first real piece of work.

Key Challenges

The financial exposure across a European group is normally substantial simply because of scale and inconsistency. Different countries hold different plan mixes for equivalent roles, leavers remain licensed in markets where offboarding is less disciplined, and premium capability is enabled in some countries and not others despite being paid for everywhere. Alongside this sits a governance dimension specific to Europe: features that report on individual user activity touch employee interests, and several European countries expect works council or employee representative involvement before such capabilities are enabled — so a configuration decision that is routine in one market requires consultation in another.
