For EU businesses the regulatory case for nearshore is the clearest of any region — personal data moving to Poland, Portugal, Romania or the Baltics stays within the EEA and needs no transfer mechanism at all, whereas India requires standard contractual clauses plus a documented transfer impact assessment under Schrems II, and NIS2 adds supply chain security governance duties on top for essential and important entities. That is genuine administrative weight, not a technicality. What has changed is cost convergence, as CEE rates have risen considerably as those markets matured. We are straightforward with EU clients: where the workload is data-light or the transfer assessment is already done for other suppliers, the India cost delta is meaningful; where it is not, nearshore is administratively simpler.

Market Landscape
For European buyers nearshore means Central and Eastern Europe or Iberia, and the case is genuinely strong in several respects. Near-complete working-day overlap, short flights for periodic in-person sessions, delivery within the same regulatory and contractual environment, and cultural familiarity are real advantages. For European work that depends on constant conversation or frequent co-location, they can be decisive, and we would say so rather than argue against them.
Key Challenges
The counterweights deserve equal honesty. Senior engineering rates in the established European nearshore markets have risen substantially over the past decade and the gap to Western European costs is now considerably narrower than most business cases assume. Depth and scaling are the second consideration: European groups with requirements that change or that need several specialists simultaneously find smaller markets slower to respond than the initial conversation implied. Third, a significant number of European nearshore suppliers are themselves subcontracting parts of the work further afield, with a coordination margin applied, which means the client is paying for an intermediary while still experiencing distributed delivery.
